Biblical "New Year's Day" is on March 29 at sunset, specifically the 1st day of Nisan, “the first month of the year”, as explained in Exodus 12:2, hence New Year’s Day. (This date is always the first full day after the first New Moon after the first day of Spring.) 

It is the 14-day “countdown” to Passover from New Moon to Full Moon. This was also the date of the beginning of the building of the Tabernacle in Exodus 40:2ff.

In the future Millennial Messianic Kingdom there will be four feasts celebrated, as prophesied in Ezekiel 45:18-25, where the first one in vv. 18-19 will be “In the first day of the first month” involving a sacrifice of a young bull at the Temple each year. It could technically be called Rosh HaShanah Torah [“Head of the Year of the Torah (Law of Moses)”].

{This is not to be confused with the traditional date of Rosh HaShanah, popularly called the Jewish New Year’s Day (of the civil calendar). This date for Rosh HaShanah is really the first day of the Seventh Month in the Bible and is called The Holyday of Trumpets.}
